Aga Khan Foundation 

The Aga Khan Foundation (AKF), an AKDN agency, is the Thematic Lead for Source Sustainability and State lead for Bihar, Telangana, and Uttar Pradesh. AKF has  initiated an ambitious sanitation programme  contributing to attainment of Swachch Bharat Mission-Grameen Phase II. AKF’s comprehensive sanitation work focuses on the construction of 100,000 toilets within four years across five states in Gujarat, Madhya Pradesh, Uttar Pradesh and Telangana – covering in all 16 districts and 33 blocks. 

Source Sustainability is very important for the success of the programme. Sustainability of water source requires multidisciplinary and holistic approach along with community engagement in which technical, environmental, economic, societal and cultural issues are taken into cognizance. 

JJM focuses on integrated demand and supply management of water including developing local infrastructure for source sustainability like rainwater harvesting structure, groundwater recharge system and management of household wastewater for reuse in convergence with other Government programmes/ schemes.

All India Institute of Local Self-Government

All India Institute of Local Self-Government (AIILSG) is the Thematic Lead for Skilling and State Lead for Andman & Nicobar Islands, Arunachal Pradesh, Dadar & Nagar Haveli, Daman & Diu, Karnataka, Lakshadweep, Meghalaya, and Puducherry. Established in 1926, AIILSG, has worked with Urban Local Bodies (ULBs) across the country for over eight decades. It has contributed to the principles and practice of urban governance, education, research and capacity building. AIILSG has designed and developed a vast array of training literature and courses and trained more than 1.5 million stakeholders in diverse areas of urban governance and urban services delivery.

These activities of AIILSG are practiced through 30 regional centres spread pan India. The Institute anchors the Regional Centre of Urban and Environmental Studies (RCUES) at the Ministry of Housing and Urban Affairs (MoHUA), GoI for Western India region. This Centre is involved in building the capabilities of municipal officials, staff and elected members from the States of Goa, Gujarat, Maharashtra, Rajasthan and the Union Territories of Diu, Daman, and Dadra & Nagar Haveli by upgrading their knowledge and skills required for effective administration and implementation of various urban development programmes.

Skilling imparts basic skill development to ensure sustainability of the water supply infrastructure. It enhances the skill of village functionaries for operation and maintenance of assets.

This support activity under Jal Jeevan Mission (JJM) is organized by state government, as basic development training on electrification, plumbing and masonry, welding system and pumping system.

Moreover, in post implementation i.e. Operation & Maintenance (O&M) phase there will arise need for high quality human resource to ensure long-term sustainability of the schemes. The trained professionals subsequently will be engaged on requirement basis by Contractors/ Gram Panchayats/ Village Water and Sanitation Committees etc.

Arghyam is the thematic lead for Digital Public Infrastructure & Artificial Intelligence for Jal Jeevan Mission. It is a public charitable foundation based in Bengaluru, Karnataka, founded through a personal endowment from Rohini Nilekani in 2005 to support sustainable water and sanitation solutions. Arghyam is building a blueprint to achieve safe, sustainable water for all of India leveraging technology to scale proven, community-based models in partnership with Government and civil society organizations.

Arghyam has integrated the DPI approach and leveraged technology in its initiatives, scaling this approach to the state level will unfold in the coming years, with their ongoing pilots in Assam and Bihar paving the way. As part of their ongoing effort to expand the DPI thinking with the states, they have started working with the Public Health Engineering Department (PHED) of Assam to enable the first-mile workers, community institutions and government functionaries with data-driven decision-making towards achieving long-term sustainability of Jal Jeevan Mission.

Bill & Melinda Gates Foundation (BMGF) is the Thematic Lead for Information, Education & Communication (IEC). BMGF work focuses on health care which includes maternal and new-born health, nutrition, family planning, and control of infectious diseases such as tuberculosis, lymphatic filariasis, and visceral leishmaniasis. BMGF works with partners to help develop innovative solutions that improve the quality and coverage of services in priority states, particularly Bihar and Uttar Pradesh. They also work in Tamil Nadu, Andhra Pradesh, Odisha, and Maharashtra, where we support programmes in sanitation, agriculture development, gender equality, and digital financial inclusion.

Information, Education, Communication (IEC) recognizes the need for behaviour change linked to sustainable development. Any developmental work comes with new infrastructure, systems and procedure, and operations and maintenance.

IEC, is a strategy aimed to spread awareness through communication channels directed to a target audience to help achieve desired result. An integrated approach is followed with multiple media for  IEC activities at State level to convey messages and stories for both Jal Jeevan Mission and Swachh Bharat Mission-Grameen (SBM-G). Community radios, All India Radio, newspapers, magazines and television channels are used to disseminate the content through interviews, live phone-in programs, and dramas.

Centre for Environment Education

Centre for Environment Education (CEE) is the Thematic Lead for Plastic Waste Management and State lead for Goa, Gujarat, and Orissa. The Centre for Environment Education (CEE) was established in 1984 as a Centre of Excellence of the Ministry of Environment & Forest and Climate Change, Government of India, working in environmental education and education for sustainable development.

CEE is registered as a Society under Societies Registration Act 1860 and is affiliated with the Nehru Foundation for Development. CEE has played a Nodal role in India for several UN programs such as the UN Decade of Education for Sustainable Development (DESD – with UNESCO); Global Environmental Facility – Small Grants Programme (GEF-SGP – with UNDP); Water, Sanitation, and Hygiene (WASH) Programmes (with UNICEF); and many others. CEE as the National Host Institution (NHI) has anchored the GEF Small grants of UNDP for nearly 20 years, in promoting 400+ hands-on action projects through civil society in Climate Change, Biodiversity Conservation, Land degradation, Waste and Chemicals, and lastly Water.

CEE is presently engaged in anchoring programs on sanitation, dry & plastic waste management both in rural and urban areas in India. CEE is partnering with many private organizations such as HDFC Bank, JK Papers, HCL Foundation, and Sparsh Social Foundation to build community knowledge and capacities for efficient Plastic Waste Management using innovative approaches and tools such as social mapping.  CEE is extensively working towards enhancing sustainable Dry Waste Management practices through an integrated and holistic model by establishing Material Recovery Facilities (MRFs) and strengthening value chain components like segregation, collection, transportation, sustainable recovery, recycling, and further processing.

With nearly 300 staff members across India working on 16 major programmatic thrust areas, CEE is a unique example of an institution dedicated to building capacity to address the sustainable development concerns of India and other developing countries. CEE has a pan-India presence, and its head office is in Ahmedabad, Gujarat.

India Sanitation Coalition

India Sanitation Coalition (ISC) is the Thematic Lead for Corporate Social Responsibility (CSR). ISC was launched at Federation of Indian Chamber Commerce and Industry (FICCI) to enable and support safe and sustainable sanitation by bringing multiple organizations at one common platform through a range of catalytic actions. These include supporting the unlocking WASH financing with focus on private sector, forging partnerships with allied organizations for leading the discourse on sustainable sanitation; convening, curating and disseminating best practices in sanitation advocacy and providing inputs which feed into policy aspects of sanitation.

Corporate Social Responsibility ensures that CSR funding is utilized for Jal Jeevan Mission and Swachh Bharat Mission-Grameen activities. Under the guidelines on Corporate Social Responsibility and Sustainability for Central Public Sector Enterprises, all CPSEs are supposed to spend a certain earmarked fund each year in creating and sustaining socially beneficial projects.

The main objective of CSR guideline with regard to water and sanitation is to promote better human health and improve the quality of life among people living in rural areas through improved sanitation and access to clean and safe drinking water.

INREM Foundation empowers rural communities in India by enabling with access to knowledge, policy support, and innovative solutions and supporting them to address the challenges of contaminated water bodies. Our vision is to create a future where every rural community in India has access to clean and safe water, ensuring the health, well-being, and sustainable livelihoods of millions.

INREM has its team in 7 States affected by Water contamination, where the teams innovate solutions and scale them up locally within 10 districts through collaborative District Water Quality Platforms. The learnings from the work on field, become a base to the support to larger ecosystem of government, civil society and citizens across across the country.

INREM anchors the https://waterquality.network/ offering courses on water quality management. INREM promotes innovation in Water and Health for AIl and encourages innovative thinking on Water Quality with Climate Change. 

The goal of the National Jal Jeevan Mission to reach clean and safe water to every rural household is transformative. Water Quality plays a pivotal role in both National Jal Jeevan Mission and Swacch Bharat Mission (Grameen). 

Given that water sources in the country from groundwater or from surface water sources are suffering from numerous contamination issues, the Water Quality Monitoring and Surveillance (WQM&S) programme is an integral part of the NJJM with specific guidelines. 

Water Quality Management (WQM) is a combination of constant monitoring and surveillance, capacity building of key stakeholders such as chemists, engineers and community level institutions, along with core participation and involvement of community members within the process towards behavioural change.

IoT & Cloud Based Computing aims to monitor rural drinking water supply system in villages by using sensor-based IoT devices in more than six lakh villages.

IoT helps in management of water levels, leakage, water quality, and water flow in various places through different water routes. Water level management is carried out with the help of IoT based sensors installed at water supply structures. With installation of IoT, the entire water supply chain is easily controlled in a transparent manner. With the help of sensors, a smart city water management system  enables collection of real-time data—information to visualize water distribution across the different network.

Capacity Building looks at knowledge dissemination and training of the stakeholders across different levels. The institutional mechanism of Jal Jeevan Mission and Swachh Bharat Mission–Grameen spans across national, state, district and gram panchayat level. It is extremely important for the stakeholders to have required skill set and capacity to ensure smooth implementation of the programme. 

Capacity building is a key component for both the Missions, which is customised for different stakeholders covering technical, managerial and leadership aspects. The efforts are further provisioned to be instituted through key resource centers and implementation support agencies.

Water Sanitation and Hygiene Institute (WASH Institute) is the Thematic Lead for  Faecal Sludge Management  and State Lead for Haryana, Himachal Pradesh, Kerala, Manipur, Punjab and Sikkim. WASH Institute is dedicated to provide practical solutions to a wide range of water, sanitation, hygiene and environmental issues.

WASH Institute is a registered non-profit organization that, provides technical, training, research and development services to a wide range of stakeholders - Governments, Industry, DFIs, philanthropic organizations, and other NGOs. Apart from providing technical support to the Government of India, the organization is dedicated to strengthen the capacity and skills of students and professionals involved in this sector across India through intensive trainings. The organization has an Academy called the WASH Academy (previously known as the Formal Course Centre) in Reddiarchatram, Taml Nadu which conducts various One year and Two-Year diploma courses on WASH. 

WASH Institute is also engaged in action research and develops innovative products on the sanitation value chain like Mobile Septage Treatment Unit (MTU). The organization is a part of various networks and advisory committees on WASH and houses the Secretariat of National Faecal Sludge and Septage Management (NFSSM) Alliance.

Faecal Sludge Management (FSM) ensures safe storage, collection, transport, treatment and end use or disposal of faecal sludge. FSM is a key component implemented under SBM-G Phase-II. It is critical for delivering safe sanitation in rural areas with construction of considerable number of toilets to on-site sanitationlike septic tanks and single pits. The overflow from filled-up septic tanks and indiscriminate disposal of emptied faecal sludge in open areas, water bodies, irrigation fields, open drains, areas outside the village, on barren land has negative impact on public health and environment.

FSM is the entry point for sanitation improvement programmes that is led by local government. Such programmes may include tariffs or user fees, promotion campaigns to raise willingness of the community to pay charges for the service, and local ordinances that define clear rules and regulations governing FSM.

WaterAid India is the Thematic Lead for Grey Water Management. Operation & Maintenance, WASH in Institutions and Gender and State Lead for Chhattisgarh and Madhya Pradesh. It is part of the global WaterAid network which seeks to improve access to clean water, decent toilet and good hygiene for everyone, everywhere.

In India, WaterAid works with communities in rural and urban areas through partnersand have reached millions under clean water, decent toilets, and good hygiene. It enables communities to unlock their potential and break free from the cycle of poverty.

Operation and Maintenance (O&M) ensures efficient and effective running of Public Water Supply System on sustainable basis in the villages. Operation and maintenance of PWSS refers to all the activities needed to run the system continuously as mentioned in the present norms.

Greywater management refers to safe disposal of domestic wastewater generated in households from kitchen and toilets. Sources of grey water include sinks, showers, bathing area. As grey water contains fewer pathogens than black water, it is generally safer to handle and easier to treat and reuse onsite for toilet flushing, landscape or crop irrigation, and other non-potable uses.
